Jobseekers Listing Survey in Addis Ababa

The main aim of the project was to address this gap by conducting a jobseeker’s census survey in Addis Ababa.  The census covered about 330 enumeration areas located in all (116) woredas and 11 sub-cities in Addis Ababa. The listing survey enabled the researchers to collect data from more than 55,000 households, 103,000 individuals. Of these, about 40,000 met the definition of a jobseeker as defined by the project.

There is no comprehensive list of job seekers in Addis Ababa or Ethiopia. This makes it difficult to conduct large-scale randomized controlled trials in labor economics, which require a list of jobseekers as a sampling frame. Therefore, it is important to create a list of job seekers through a job seekers census survey. The main aim of the project was to address this gap by conducting a jobseeker’s census survey in Addis Ababa. The census covered about 330 enumeration areas located in all (116) woredas and 11 sub-cities in Addis Ababa. The listing survey enabled the researchers to collect data from more than 55,000 households, 103,000 individuals. Of these, about 40,000 met the definition of a jobseeker as defined by the project. In this project, to be considered as a jobseeker, an individual must meet the following criteria: (i) be between the ages of 18 and 60 (ii) have completed at least 10 years of formal education and (iii) be willing to take up an employment opportunity in the next three to six months.  

As part of the listing survey, AER provided the following services;

  • Conducted a prior ground work and obtained necessary permits or clearance from responsible government bodies including signing Memorandum of Understanding (MoU) with the MOLS to launch the listing survey
  • Prepared logistics and data collection tools to launch the listing survey
  • Prepared survey manual and protocols
  • Translated the questionnaire into a local language - Amharic
  • Programmed the questionnaire, back checks, and audio checks in SurveyCTO and prepared a Stata do file for a high frequency checks (HFCs) and a google sheet integrated with SurveyCTO to keep the researchers updated regarding the progress of the project
  • Recruited supervisors, enumerators, backcheckers, and data auditors
  • Provided a training to the data collection team
  • Conducted a pilot survey in Addis Ababa in two different times
  • Conducted a listing survey in about 330 enumeration areas located in all woredas and all sub-cities and collected data from more than 55,000 households and 103,000 individuals

Reducing Information Frictions in Ethiopian Labor Markets

This research project focused on understanding information frictions in Ethiopia’s labor markets. The project team has been working with the Government of Ethiopia’s Ministry of Labor and Skills (MOLS) and a private employment service provider (HaHuJobs) to implement two interventions that aim to provide 3,530 jobseekers with information about (i) job vacancies in their labor market with the aid a job vacancy booklet and (ii) job search behavior of other job seekers in their labor market.

  • Prepared logistics and data collection tools (IDs, Tablets, accessories, etc) to launch the baseline survey
  • Translated the baseline questionnaire into a local language - Amharic
  • Prepared a sampling frame using the jobseekers listing survey data and randomly selected sample of respondents to be interviewed in the baseline survey
  • Prepared survey manual and protocols
  • Programmed the baseline questionnaire, back checks, and audio checks in SurveyCTO, prepared a Stata do file to conduct a high frequency checks (HFCs) as soon as the data collection was started and prepared a google sheet linked the SurveyCTO server

  • Implemented another treatment arm that involved designing and printing of job vacancy booklets, and distributing it to 57 One Stop Service Centers (OSSCs) located in 57 woredas. The booklets have been published on a weekly basis for about 3 months.

The main objective of this project is to understand how migration intentions may be shaped by a potential migrant’s expected personal and household benefits of migrating. To this end, survey data was collected on expected personal and household benefits to migration and on migration intentions among 1,794 sample job seekers in Addis Ababa, Ethiopia. In addition, a survey experiment was also integrated with the household survey to specifically understand how intention to migrate may be affected by potential expected personal and household benefits of migrating.

The Impact of Gender Norms on Female-owned Enterprises

The project aims to examine the impact of entrenched gender norms on female-owned enterprises. More specifically, the project explores the impact of gender norms by randomizing wages of weekly work offers on the premium female entrepreneurs are willing to accept extra market work compared to their husbands and the association between norms and some selected outcomes such as business profit, time use, and household income. To this end, the project employs both survey and experimental data with 1,000 individuals.

A Rapid Impact Assessment for Rural Poor Stimulus Facility (RPSF)

The objective of this project is to conduct a Rapid Assessment (RA) that aims at investigating the impact of various projects implemented by IFAD in three regions (Amhara, Oromia and SNNPR) in Ethiopia to mitigate the impacts of COVID-19 pandemic on the livelihoods of rural households. The projects were implemented as part of the Rural Poor Stimulus Facility (RPSF). The project was implemented between 28 February 2022 to 30 June 2022 involving about 500 rural households. 

As part of the project, AER provided the following services;

  • Conducted a prior groundwork and obtained necessary permits or clearance from responsible government bodies to launch the data collection
  • Conducted household listing exercise and collected household lists from treatment Kebelles
  • Prepared logistics and data collection tools (IDs, Tablets, accessories, power banks etc) to launch the data collection
  • Prepared survey manual and protocols
  • Translated the questionnaire into two local languages - (i) Amharic and (Oromiffa)
  • Programmed the questionnaire, back checks, and audio checks in SurveyCTO and prepared a Stata do file to conduct a high frequency checks (HFCs) as soon as the data collection was started and a google sheet linked to the SurveyCTO server so as to keep the researchers updated regarding the progress of the project
  • Recruited supervisors, enumerators, backcheckers, and data auditors
  • Provided a training to the data collection team
  • Conducted a pilot survey in Addis Ababa and in woredas neighboring the treatment woredas
  • Conducted a rural household survey using case management and collected data from 500 households
  • Conducted backchecks, audio, spot, and high frequency checks
